The hrt clinic can treat and prescribe for "symptoms." They are the ones who originally prescribed it. Because they don't take insurance and are a compounding pharmacy they can go ahead and prescribe it. I just brought the prescription bottles to my primary care doc and asked her to take it over. She said ok. As it turns out I actually do suffer from hypogonadism. So she wrote me new scripts and got insurance to cover them. What is even crazier is that my insurance company also covers Anadrol, winstrol, test e, test cyp, and a few others.
