I can see why it isn't. Test is anabolic, but that's not it's primary function, whereas test derivates are altered to be way more anabolic without as many sex characteristics, so they are primarily "anabolic".

Now look at drugs designed for anabolism, nandrolone, anavar, anadrol, all these were specifically created to be anabolic steroids, to put weight on people, so by nature and definition its inteded purpose is use as an anabolic steroid
