      An important note to keep in mind when considering blood levels/dosage

      Since blood tests are a measure of mass/volume the volume of the user needs to also be taken into account. A larger volume will have less solute per individual unit. So a larger user will have a smaller blood levels than a smaller one with the same dosage. Because more blood. They would also need a higher dosage to have the same effects.

      Now this is not taking into account metabolism. Depending on enzyme levels and certain genetic markers some folk are just better at using steroid. So next time you take a blood test or consider a dose. Take the size of the user into consideration if results are not as expected.
