My buddy had a medium size order from international. Not a sponsor. Shipped to USA.

First package was seized, letter sent. The tracking history shows that something was mailed back to the shipper. (return to sender and tracking back to that P country) Do they send the package back to the sender?

This first letter had several items listed on the inventory. The second shipment was also seized at the same entry port, new address. A letter was also sent. This letter only listed one item type seized. Little bit odd since it was the medium order with numerous item types. The oddity continues in that tracking shows a packing being delivered. But all that was received was the customs letter. This PO box location is a mess of a business. I asked the employee about packages for me and he told me to look in the stacks of packages sitting in the lobby. The package was delivered weeks prior. So its possible the store lost or let it get stolen. My second question is do they send a letter, seize the alleged contraband, and send the remaining items and continue to track the shipment?
