Im not sure its banned. Just got this from web MD:

Deer velvet covers the growing bone and cartilage that develops into deer antlers. People use deer velvet as medicine for a wide range of health problems.

Deer velvet is used to boost strength and endurance, improve the way the immune system works, counter the effects of stress, and promote rapid recovery from illness. It is also used at the onset of winter to ward off infections.

Other uses include treatment of high cholesterol (http://www.webmd.com/cholesterol-management/default.htm)
, high blood pressure (http://www.webmd.com/hypertension-high-blood-pressure/default.htm)
, migraines (http://www.webmd.com/migraines-headaches/default.htm)
, muscle aches and pains, asthma (http://www.webmd.com/asthma/default.htm)
, indigestion, weak bones (osteoporosis (http://www.webmd.com/osteoporosis/default.htm)
), headache,liver (http://www.webmd.com/digestive-disorders/picture-of-the-liver)
and kidney (http://www.webmd.com/urinary-incontinence-oab/picture-of-the-kidneys)
disorders, cold hands and feet (http://www.webmd.com/pain-management/picture-of-the-feet)
, soreness and weakness in the lower back and knees, chronic skin (http://www.webmd.com/skin-problems-and-treatments/picture-of-the-skin)
ulcers, and overactive bladder (http://www.webmd.com/urinary-incontinence-oab/)
. It is also used to promote youthfulness, sharpen thinking skills, protect the liver from toxins, stimulate production and circulation of blood (http://www.webmd.com/heart/anatomy-picture-of-blood)
, and increase the number of red blood cells.

Some people use deer velvet to increase levels of certain sex hormones (estrogen (http://www.webmd.com/drugs/drug-6028-esterified+estrogens+oral.aspx)
and testosterone (http://men.webmd.com/Men-Medical-Reference/Testosterone-15738)
), improve fertility (http://www.webmd.com/medical_information/health_tools/interactive/ovu_calendar)
, increase interest in sexual activity (as an aphrodisiac), and treat male sexual performance problems (erectile dysfunction (http://www.webmd.com/erectile-dysfunction/default.htm)
, ED). Women use deer velvet to reduce the dose of estrogen they need in hormone replacement therapy. They also use it for menstrual and menopause (http://www.webmd.com/menopause/default.htm)
problems, vaginal discharges, and uterine bleeding.

In children, deer velvet is used as a tonic for children with “failure to thrive,” mental retardation (http://children.webmd.com/intellectual-disability-mental-retardation)
, learning disabilities (http://children.webmd.com/detecting-learning-disabilities)
, slow growth, or bone problems including rickets.

In herbal combinations, deer velvet is used to improve athletic performance; to improve eyesight (http://www.webmd.com/eye-health/default.htm) and hearing; to reduce stress (http://www.webmd.com/balance/stress-management/stress-management-relieving-stress); and to treat arthritis (http://arthritis.webmd.com/default.htm), osteoporosis, “tired blood” (anemia (http://www.webmd.com/a-to-z-guides/understanding-anemia-basics)), women’s reproductive disorders including premenstrual syndrome (http://women.webmd.com/guide/sexual-health-your-guide-to-premenstrual-syndrome) (PMS), ED, and skin conditions. Herbal combinations including deer velvet are also used to increase blood circulation to the brain (http://www.webmd.com/brain/picture-of-the-brain) and to delay or reduce signs of aging such as tissue, bone, and muscle degeneration, and declining mental skills.

How does it work?
Deer velvet contains multiple substances including the female sex hormones estrone and estradiol. It also contains substances which may help cells grow and function.
