Diluting BA

So I have got Benzyl Alcohol 99%. The recipe calls for 5%.
Do I dilute that with distilled water or Sterile oil to get the dilution ratio correct?

so i've decided to double up on oil, so injecting 2ml to get 250mg of test E instead of 1ml. Hopefully that'll work.

Hi,
You can make Test E 250mg/ml.No need to decrease it to 125mg/ml. Please let me know how many grams of powder you want to brew ,I will give you the recipe details . Or you can ask Lillian for help.Thanks for your support on LMC.

the recipe called for 1ml of 5% BA, whilst my BA is 99%. i think formula wise I need to dilute it to 0.25ml with another liquid to 1ml (the point of my question). I've been reading too much BA will cause pain when pinning so I figured to be safe would be to dilute it 125mg/ml and still use 1ml of 99%. But thanks I will discuss it with Lillian and see what she says.
