we all heard about KAT being taken down and the owner being chased and arrested, extradited so he can be tried, jailed and bankrupted.

but when a government systematically steals, pirates and circumnavigates software protection then is someone at fault? who do you chase, arrest or jail?
they usually settle out of court, without admitting guilt and open up the cheque book, but as an individual your fucked.
