CJC 1295 Dac will not reconstitute

I tried reconstituting CJC 1295 Dac with Bacteriostatic Water both straight out of the refrigerator and it didn't dissolve (10mg 1ml water). I left it room out in the drawer for two hours and it's a little more dissolved. Since I added 2ml more and put it back in the fridge and next day it looks as it does in the photos. I doubt 1 more ml of water can fit in there but I am open to any suggestions. Is this batch screwed or is there something I can do to use it? This was in the first batch of peptides I ordered and the TB500 10mg was fine with 1ml water at room temp and bpc 5mg was also good with 1ml. Also, do the peptides and BA have to be room temp to properly mix?

No they don't have to be at room temp to properly mix......This does not look good at all should not have required the extra bac but even then it should have dissolved to a clear solution after that much time.
