Best thing to run for cellulite on legs and butt.
i do understand lifting and toning can fix a lot of it but is there anything else you recommend.

Other than that, I don't think so. Running something like var while training and doing cardio can absolutely help her issue.
I've been bulking for 2 years and have yet to run into any issues with cellulite. However, I when and if I do, I plan to do a good cut.

I believe cellulite is for life, it becomes more or less visible with body fat levels.
