or would HCG be good enough?

Bloods are the only way to really answer this appropriately so you know what works for you. That said, my doc prescribed me .5mg/wk Adex for my 200mg/week test E.

HCG doesn't have anything to do with estrogen control. Simply put, it keeps the boys full to prevent atrophied testes and makes it easier to get going again if for some reason you need to come off the exogenous test.

If anything, the use of HCG while also using testosterone could possibly require slightly more arimidex due to HCG raising E2

Yes bloodwork is a necessity. Adex dosage for me started at 1mg/wk has since dropped to .5mg/wk due to returning to lifting and dropping bodyfat from around 26% to 16-18%.

Go 2-3weeks at .5 a week and get bloods. See where you're at and adjust.
